Connecticut needs consent to record a telephone call, and the safe routes include a recorded verbal notice at the start. Its AI companion law, from 2027, is likely to leave a clinic scheduling agent alone.

Connecticut's telephone recording law (52-570d) is a civil rule that requires consent. We read three safe routes: consent obtained at the start of the recording, a verbal notification that is itself recorded at the beginning of the call, or a tone every 15 seconds. The notification must be recorded as well as spoken.
Connecticut Public Act 26-15, effective 1 January 2027, requires an operator of an AI companion to give a clear and conspicuous notice when a reasonable person would believe they are talking to a human. Its definition of AI companion excludes a chatbot used only for customer service or support, assisting or supporting patient or resident care services in a facility, education or financial services, if it is not marketed to consumers as a companion. A clinic scheduling agent is therefore likely outside it.
Connecticut's consumer privacy law does not apply to a covered entity or business associate as defined in 45 CFR 160.103, and it also exempts protected health information under HIPAA. The consumer health data section (42-526) likewise does not apply to such a covered entity or business associate, so a HIPAA clinic is outside it. HIPAA still binds a covered clinic and its business associate vendor.
Connecticut's telephonic sales call law uses a broad definition of communication, including a telephone call or message, an automated dialing system, a recorded message device, soundboard technology and a text or media message, made to encourage the purchase of goods, services or anything of value. It excludes a communication to a resident consumer with whom the telemarketer has an established business relationship. It covers marketing and sales only. A bare care reminder is outside it; a recall message that also promotes a service is not clearly outside. The federal rules on AI-voice calls and texts apply as well.
We found no statement from the Connecticut State Dental Commission on AI agents. Our check was a web search, not a search of the board's own site, so this is not proof of absence.
We found no statement from the Connecticut Medical Examining Board on AI agents. Our check was a web search, not a search of the board's own site, so this is not proof of absence.
The federal rule applies here; nothing specific to this place was found.
The ADA requires a public accommodation to provide effective real-time communication, including text telephones and FCC-approved relay systems. A clinic phone line answered by an AI agent must still work for a relay caller.
Aida opens every call with the recording notice your province or state needs, and says it is the practice's AI agent wherever you want it to. Request a demo with your clinic's rules in mind.
